“Sneak Dumping” Termed Menace

“Sneak dumping” stood out today as a menace to a brighter Buffalo.

“Avenues of horrors” was Charles P. Penney’s description of Babcock, Howard and Detroit Sts. surrounding abandoned industrial property.

Clumps of garbage, tin cans, discarded furniture, and battered bed spring, an old wooden ice box—these littered the area as Mr. Penney led a Chamber of Commerce tour of the city.

He is chairman of the Chamber’s Cleanup, Paint-up, Fixup Campaign and was accompanied on the tour by Daniel S. Summers, the city’s supervisor of sanitation enforcement.
